BMA Reinforces ‘No Gift Policy’ and Upgrades Anti-Corruption Framework to Boost Public Trust

On June 29, 2026, Miss Aranya Pornchaiya, Deputy Permanent Secretary for the Bangkok Metropolitan Administration (BMA), chaired the first 2026 meeting of the BMA’s Anti-Corruption Monitoring Operations Center. Held at Bangkok City Hall (Sao Chingcha) and via electronic media, the session convened senior BMA executives and Civil Service Commission officials to formalize directives regarding the municipal “No Gift Policy”. This mandate strictly prohibits the acceptance of all forms of gifts, presents, or gratuities arising from official duties. Miss Aranya emphasized that the policy is a cornerstone of current public administration, designed to mitigate conflicts of interest, elevate ethical standards, and build unwavering public confidence in the BMA’s fairness.

Administratively, the BMA has integrated this policy into its Integrity and Transparency Assessment (ITA) under Indicator 9 (Anti-Corruption, Item O20). To ensure uniform compliance, the Office of the BMA Civil Service Commission circulated concrete implementation guidelines to all municipal agencies earlier that month. Miss Aranya urged executives at all levels to lead by example, fostering an organizational culture rooted in honesty and accountability. For rare instances where receiving property is legally unavoidable, officials must strictly adhere to transparent reporting procedures. She noted that cultivating a culture of refraining from both giving and receiving gratuities is vital to establishing a corruption-free image for the BMA.

The meeting also reviewed broader anti-corruption strategies for fiscal year 2026, specifically targeting the leverage of ITA scores across all district offices to enforce verifiable good governance. Additionally, the Center reported significant progress on critical preventative initiatives. These include expanding strategic cooperation with anti-corruption network partners, implementing the ISO 37001 Anti-Bribery Management System, and preparing for the upcoming Integrity and Transparency Assessment of Government Contractors (ITAGC) to evaluate private sector partners.
