
On June 5, 2026, Dr. Lertluck Leelaruangsang, Deputy Permanent Secretary for the Bangkok Metropolitan Administration (BMA), chaired the third meeting of the Sub-committee on Determining the Strategy for the BMA’s Annual Operational Plan for Quality of Life. Held at Bangkok City Hall and via an online system, the meeting focused on reviewing the draft BMA development goals, key performance indicators, and target values under the health and well-being dimension of the 20-year BMA Development Plan, Phase 4, spanning from 2028 to 2032. Dr. Lertluck emphasized the critical importance of this five-year strategic roadmap, which incorporates new administrative insights and comprehensive data analysis provided by expert consultants to finalize the framework before formal implementation.
The forward-looking strategy aims to build a high-quality, measurable, and seamless urban health system with the public at its center. The sub-committee thoroughly reviewed each dimension of the draft, focusing heavily on promoting public health and actively preventing non-communicable diseases (NCDs). Key priorities include creating a robust, interconnected, and efficient primary care network, establishing data-driven management protocols, and fostering cross-sector collaborations. This integrated approach ensures that healthcare delivery across the capital is both proactive and highly responsive to the evolving needs of the urban population.
To drive progress and guarantee tangible results, the health dimension of the BMA Development Plan will be measured through 12 key indicators, designated as Super OKRs (Objectives and Key Results). These challenging indicators focus on proactive community health promotion, strengthening primary care services, and significantly enhancing rapid access to interconnected medical treatments. Furthermore, the BMA is prioritizing medical innovation and city-wide data integration to create a continuous, modernized, and highly accessible public health infrastructure that sustainably improves the overall quality of life for all Bangkok residents.
