BMA Battles “Brain-Rot” with New “Phone Off, Learning On” School Policy

In a bold move to reclaim the attention spans of Bangkok’s youth, Governor Chadchart Sittipunt has officially launched the “Phone Off, Learning On” project to regulate digital device use across all Bangkok Metropolitan Administration (BMA) schools. Announced on March 12, 2026, at Matthayom Wat Suttharam Secondary School, the initiative encourages students to entrust their mobile phones to teachers at the start of the day. The policy aims to mitigate the “brain-rot” and “doomscrolling” habits identified by the Oxford Dictionary and the 2023 UNESCO GEM report, which warns that even a single notification can distract a student for up to twenty minutes. By limiting aimless screen time, the BMA hopes to foster a more effective learning environment while addressing rising concerns over obesity, social isolation, and online bullying among the first generation to grow up entirely in the digital age.

The program operates on three core principles: purposeful learning, student well-being, and cybersecurity. Devices are reimagined as specific “learning tools” to be used only under teacher supervision, while lunch breaks and public areas are designated as digital-free zones to encourage face-to-face socializing and physical exercise. To ease parental anxiety, schools are providing dedicated LINE accounts and emergency phone numbers for urgent contact. This standardized approach is not a mere prohibition but a behavioral modification strategy, ensuring that technology serves education rather than distracting from it.

Initial results from a pilot program involving ten secondary and primary schools have been remarkably positive. Educators reported a significant surge in student attentiveness and academic performance, while students themselves engaged more in library visits and peer conversations once the temptation of the virtual world was removed. Parents have expressed high satisfaction with the increased focus and the secure storage boxes provided for the devices. As the BMA gathers final stakeholder feedback to refine the guidelines, the city prepares for a full-scale rollout in the next academic year, signaling a major shift toward a more balanced and healthy educational landscape for Bangkok’s children.
