In a landmark move to modernize urban governance, the Bangkok Metropolitan Council (BMC) has solidified its international ties by signing a historic Memorandum of Understanding (MOU) with the Moscow City Council. On March 26, 2026, Mr. Viput Srivaurai, Chairman of the Bangkok Metropolitan Council, led a high-level delegation to the Russian capital at the invitation of Moscow City Council Chairman Alexey Shaposhnikov. This visit, described as a crucial foundation for a new era of cooperation, marks a significant shift toward exchanging legislative innovation and legal knowledge to tackle the complex challenges of managing two of the world’s major metropolises. In a rare gesture of diplomatic honor, the BMC delegation became the first international body ever invited to witness a live session of the Moscow City Council in its main hall, providing firsthand insight into the high-speed legislative processes of the Russian Federation.
The collaboration focuses heavily on the integration of Smart City technology and Artificial Intelligence to streamline public services and transportation. During high-level discussions, both sides noted striking similarities in their organizational structures, yet identified key areas for learning. For instance, the BMC delegation observed Moscow’s successful implementation of electronic voting, which resulted in a 95% voter turnout, and its highly diverse council, which includes astronauts and Olympic athletes with female representation exceeding 45%. Specific BMC members engaged their counterparts on critical urban issues, ranging from the budget logistics of massive railway expansions and AI-driven city management to advanced construction technologies and the nuances of the public education system.
Mr. Viput emphasized that the data and best practices gathered during this mission will be instrumental in drafting modern ordinances that respond more effectively to the needs of Bangkok residents. By observing Moscow’s use of IT to enhance administrative efficiency, the BMC intends to refine its oversight and evaluation of the Bangkok Metropolitan Administration’s daily operations. This partnership not only fosters a sustainable exchange of ideas but also opens new doors for tourism and cultural promotion between the two historic cities. As the BMC applies these international insights to its legislative work, the mission stands as a vital step toward making Bangkok a more livable, technologically advanced, and well-governed city for all its citizens.
