The public are engaged in the evaluation of
district directors and the Governor of Bangkok
The BMA provided the
evaluation form on the online
the public an opportunity to
evaluate the performance
of district directors and the
Governor of Bangkok and
allow for their participation in
determining the direction of the BMA’s work. This has encouraged
public interest in politics and channeled public feedback to
officials. In 2023, there were nine monthly evaluations. According
to the evaluation of April-May 2023, public satisfaction with the
performance of the Bangkok Governor was at 72.40% and the top five
district offices whose performances were ranked highly satisfactory
were Thawi Watthana District Office (at 91.9%), Nong Chok District
(at 91.4%), Saphan Sung District Office (at 86.6%), Thung Khru District
Office (at 84.6%), and Suan Luang District Office (at 84.4%). The five
district offices with the least satisfactory ranking were Pom Prap Sattru
Phai District Office (at 32.4%), Pathum Wan District Office (at 38.1%),
Din Daeng District Office (at 54.1%), Ratchathewi District Office (at
59.1%), and Phra Nakhon District Office (at 60.1%).
Two-way communication between the BMA
and the public via the city council of each district
The establishment of a city council in each of the 50 districts at
the end of 2022 aimed to encourage people of all groups to participate
in the BMA’s area management task via discussion. Each council has
30-50 committee members who represent different sectors including
representatives of communities, housing estates, condominiums,
academics, businesses, government agencies, local philosophers, and so
forth. However, due to operational problems such as overlapping and
unclear mandates among the city councils and the community committees
as well as the increased workload of the BMA officers, the BMA decided
to terminate the city councils and review the policy in this regard.
Currently, the BMA allows the public
to participate in determining the use of its
budget by:
1. Determining the budget framework
(in progress): The BMA distributes a budget
of 200,000 baht to each community each
of people to submit a project proposal
covering five dimensions – physical,
economic, social, sanitary, and mental – to
request a budget. A district-level committee
is authorized to consider and approve the project, and, in the future,
the BMA will disclose all project information on an online platform.
will determine the scope of development (e.g. in the domain of
education or infrastructure) and an individual or a group of people
will submit a project proposal on the platform provided. The public
will then vote through the platform to select the projects that meet
their needs and relevant agencies will develop project details and
include them in the annual budget.
