On July 17, 2026, Dr. Lertluck Leelaruangsang, Deputy Permanent Secretary for the Bangkok Metropolitan Administration (BMA), served as a keynote speaker for the 14th Metropolitan Development Program for Senior Executives. Addressing 141 high-ranking officials from public, state enterprise, and private sectors at the Rama Gardens Hotel in Lak Si District, she delivered a comprehensive lecture on the direct and multifaceted impacts of climate change on urban health. Dr. Lertluck emphasized that Bangkok’s dense population, rapid urbanization, and extensive economic activities have generated substantial greenhouse gas emissions, leading to severe urban heat islands, chronic air pollution, and unpredictable, extreme weather events.
To mitigate these critical environmental risks, the BMA is aggressively driving policies to transition Bangkok into a resilient, low-carbon city. The administration’s mitigation framework focuses on four primary sectors: expanding public transit systems alongside electric vehicle promotion, enhancing building energy efficiency, implementing advanced waste and wastewater management, and expanding urban green spaces through the “15-Minute Pocket Parks” and “Million Trees” initiatives. Simultaneously, the BMA is deploying climate adaptation strategies to protect public health, such as establishing BKK Cooling Centers to combat heatwaves, continuously dredging canals to improve drainage, and integrating real-time flood monitoring technologies.
On the medical front, the BMA has established specialized air pollution clinics, designed dust-free classrooms, and launched real-time PM2.5 monitoring networks, aligning with the World Health Organization’s (WHO) Healthy Cities framework to protect vulnerable demographics. Dr. Lertluck highlighted that sustainable city development relies heavily on a Quadruple Helix model, uniting the government, private enterprise, civil society, and academia, alongside vital collaborations with international organizations, while empowering citizens via the Traffy Fondue platform. Organized by Navamindradhiraj University from May 8 to September 11, 2026, this executive training program incorporates intensive lectures, panel discussions, and domestic field trips across Bangkok and various provinces to cultivate sustainable urban development solutions.
